fix(cli): add merge API shims for CLI Web batch manage

CLI Web was missing chatApi.exportSessionsToTempFiles,
chatApi.cleanupTempExportFiles and the entire mergeApi shim,
causing "not a function" errors when merging sessions in
Settings > Data Management.
