digua 21a0ce36f4 refactor(tools): add ToolDataProvider interface and async handler support 
Prepare @openchatlab/tools for unified tool layer:
- ToolDefinition.handler now supports async (ToolResult | Promise<ToolResult>)
- Add ToolDataProvider abstraction interface for platform-agnostic data access
- Add TimeFilter, ToolCategory, TruncationStrategy types
- Update Server consumers (tool-adapter, mcp) to await handler results
