Subject: [PATCH] fix(shell): group shared config first in the global sidebar
 menu

Order is now MCP, Skills, Prompts, Sessions, Authorization, Usage:
the three configs synced to clients stay together, and Usage with its
daily cost sits right above the bottom bar.
