Jason dea297ce2e fix(i18n): use English for unsupported system languages ...

On first launch the UI and the tray picked Simplified Chinese whenever
the system language was not one the app ships (German, French, Korean,
...). Most of those users cannot read Chinese but can read English, so
use English instead. An empty or unreadable locale still defaults to
Simplified Chinese, and a saved language is never overridden.
