Jason 347c60c3f7 docs(aggregation): add Codex troubleshooting for sub-agent tasks and the official quota lock

- Explain why Codex sub-agents on another provider cannot read encrypted tasks
  and how the classic sub-agent tools setting avoids it
- Explain that Codex locks the picker to Luna Reserve once the official 5-hour
  quota runs out, and describe the workaround of temporarily making a
  third-party provider the default (#7945, #7962, #7974)
- Update the Chinese guide and the Chinese, English, and Japanese manuals
