get_workspace_dir built its registry from config.json alone, but the roster now lives in agents/team.json, so installing or uploading a skill for any agent other than the default failed with a KeyError. Also read config.json from COW_DATA_DIR in the desktop build, matching config.get_data_root(). Co-authored-by: cowagent <cow@cowagent.ai>
