zhayujieandcowagent dd1c996f19 refactor(web): move the agents handlers into channel/web/api/ ...

The roster, core files and avatars, plus the two things that make editing
an Agent more than a config write: _reload_agent_runtime rebuilds the
snapshot the running services hold, _bind_channel_instance re-points the
IM channels the Agent answers on. cloud_client.py imports the first of
those and now asks the module that owns it.
