zhayujieandcowagent 531bcb2b52 fix: drop EOL bullseye security repo and downgrade perl-base to fix apt 404 ...

bullseye reached EOL, so its debian-security pool returns 404 on removed
package versions, breaking the image build. Drop the debian-security lines
and pull only from the still-mirrored main suite, then downgrade the
preinstalled perl-base to the main-suite version so perl-dependent packages
resolve without version conflicts.
