feat(node-runtime): add BetterSqliteAdapter implementing DatabaseAdapter

Phase 1.2: create @openchatlab/node-runtime package with better-sqlite3
adapter that implements the DatabaseAdapter interface from core. Also add
pragma() method to the DatabaseAdapter interface.
