fix: guard Electron-specific calls in BasicSettingsTab for web mode

Add IS_ELECTRON guards around window.api.setThemeSource,
window.api.app.getOpenAtLogin, and window.api.app.setOpenAtLogin
to prevent crashes when opening settings in web mode.
