feat(settings): add a help tip explaining the Claude Code onboarding skip

Rewrite the unused skipClaudeOnboardingDescription in all four locales to
say what the toggle actually does (writes or removes hasCompletedOnboarding
in ~/.claude.json) and wire it to the row's help popover.
