docker-compose lists every key with an empty value, which wiped API keys
and channel credentials saved from the console on each container start.
Blank env values are now treated as unset, and the compose template no
longer pins MODEL, so the model picked in the console survives restarts.
The upgrade guide keeps the two-command flow and notes where Docker data
lives.

- Never block CowAgent startup when the Node.js or agently-cli install fails
- Install Node.js 22 from the official tarball into the persistent prefix, so
container recreation and image upgrades no longer reinstall it
- Keep user-upgraded CLI versions instead of downgrading on restart
- Move Agent Mail data to ./agent-mail-data, out of the cow-data mount
- Install the skill with `cow skill install` so it lands in the workspace
- Add an Extensions docs tab with en/zh/ja guides; drop the planning doc

Add deepseek-flash (DeepSeek V4.1 Flash, natively multimodal) and make it the
global default across config templates, provider recommended lists, startup
scripts and docs. Recognize it for thinking mode / reasoning_effort, the large
context+output window, and native vision; keep deepseek-v4-flash / -pro for
backward compatibility.

bullseye reached EOL, so its debian-security pool returns 404 on removed
package versions, breaking the image build. Drop the debian-security lines
and pull only from the still-mirrored main suite, then downgrade the
preinstalled perl-base to the main-suite version so perl-dependent packages
resolve without version conflicts.

Add an apt-get install fallback that re-runs apt-get update when a stale
package index causes 404 (e.g. libswscale5 on rolling security updates).
Enable GitHub Actions layer cache (type=gha) for amd64/arm64 image builds
with separate scopes to avoid cross-arch cache pollution.

Python 3.10-slim based Debian 12, using Azure TextToVoice may result in an error. the Speech SDK does not currently support OpenSSL 3.0, which is the default version in Ubuntu 22.04 and Debian 12
The sed command to replace the apt source with the tuna mirror has been commented out. This is because the command is not necessary for the current build and may cause issues in the future.
